The Secretary General of the 46-member Council of Europe, Alain Berset, will make an official visit to Bosnia and Herzegovina on 27-28 April.

During the visit, Secretary General Berset will meet with the country’s highest officials, including members of the Presidency of Bosnia and Herzegovina. He will also hold talks with members of the Parliamentary Assembly of Bosnia and Herzegovina and its delegation to the Parliamentary Assembly of the Council of Europe (PACE) – as well as with representatives of civil society organisations.

The Secretary General will take part in the launch of the Council of Europe Action Plan for Bosnia and Herzegovina (2026–2029), which aims to support democratic governance, the rule of law and human rights.

“Europe is changing fast, and Bosnia and Herzegovina cannot afford to stand still,” said Secretary General Alain Berset ahead of the visit. “Advancing constitutional and rule-of-law reforms is essential to strengthen institutions and secure lasting stability. The new Council of Europe Action Plan is part of that strategy, reaffirming our commitment to Bosnia and Herzegovina’s democratic security and European future.”

The launch event will take place on 28 April at the Parliamentary Assembly building, Trg BiH 1, in Sarajevo, beginning at 10:00.

The event will include press statements, followed by an address by Davor Bunoza, Minister of Justice of Bosnia and Herzegovina, and a keynote speech on democratic security by Secretary General Alain Berset, in the context of the New Democratic Pact for Europe.
