The Conditions for the Opening of the BC Gradiska-Gornji Varos have not been met

The conditions for opening the new border crossing Gradiška Novi most – Gornji Varoš have not been met, because the Management Board of the Indirect Taxation Administration (ITA) of BiH has not adopted the Amendments to the Rulebook on Internal Organization in the ITA of BiH, according to this institution.

The Rulebook on Amendments to the Rulebook on Internal Organization in the ITA proposes that a new organizational unit “Customs Department at the Gradiška Novi Most Border Crossing” be established in the organizational structure of the Administration.

Proposing amendments to the Rulebook on Internal Organization in the Administration was not possible before the adoption of the decision of the Ministry of Security of BiH, because only with the adoption of the aforementioned decision is it known which types of goods will be allowed for foreign trade through this border crossing.

“Immediately after receiving the decision of the Ministry of Security of BiH, the ITA undertook activities to ensure the conditions for establishing the work of the customs service at the new border crossing,” according to the ITA of BiH.

Amendments to the Rulebook establishing a new organizational unit, the Customs Department at the Gradiška Novi Most border crossing point, are the first prerequisite for undertaking activities to fulfill other necessary conditions for the functioning of the customs service at this location.

They require that a border crossing code be determined in order to know where goods entered/exited Bosnia and Herzegovina, that IT support be provided at the new location and access to the customs application be provided, that a stamp of the new organizational unit be produced, that the new border crossing point be included in the NCTS system (new computerized transit procedure), included in the TIR and ATA systems, and other conditions that must be ensured for the implementation of customs procedures, the fulfillment of which depends on the previously established competent organizational unit.

The ITA has informed the Chairperson of the Council of Ministers of BiH, Borjana Krišto, her deputies, the Deputy Minister of Security of BiH, as well as members of the ITA Management Board of all the above.

The ITA BiH needs 48 hours from the moment of adoption of the Rulebook on Amendments to the Rulebook on Internal Organization in the ITA to fulfill the previously mentioned conditions and have everything ready for the start of operations of the new border crossing Gradiška Novi most – Gornji Varoš, according to a statement from the ITA BiH.
