The appointment of the missing judge to the Constitutional Court of Bosnia and Herzegovina (BiH) from the Federation of BiH (FBiH) entity should be on the table again at today‘s session. The key stumbling block is whether the House of Representatives will choose between two candidates or decide on just one.
Before the regular session of the House of Representatives of the FBiH Parliament, an extraordinary session should be held at which the missing members in numerous committees should be filled. And the commission that is under the greatest scrutiny is the one for selection and appointment, which should make a decision on delegating the names of judges to the Constitutional Court of BiH, on which the representatives will vote.
Given that earlier, there was no majority in the commission to vote on the decision on the delegation of the first-placed candidate Marin Vukoja, two members who opposed it could be replaced today. Unofficially, DF and SBiH cadres should be expelled from the commission, and appointed members from PDA and HDZ 1990.
It was the question of appointing Vukoja that was the subject of lively discussion at the meeting of the Coalition of Three parties on Monday, where there are still different points of view because some members of the commission, such as Damir Masic and Aner Zuljevic, believe that the names of the first two candidates should be sent to the vote.
However, HDZ leader Dragan Covic does not give up on the ultimatum. He wants to send only the name of first-ranked Marin Vukoja to the vote. Why? Simply, Covic is not sure that his partners from the Coalition of Three will support him and that between the two candidates in the House of Representatives, they will vote for Vukoja. Therefore, Covic is afraid that the federal opposition, with the vote of individuals from the Coalition of Three, could still vote for second-placed Sanela Gorusanovic-Butigan.
This shows mistrust among the federal partners and the fact that Covic does not want any risk, but a clean situation. Because if Vukoja, as the only candidate, does not get the necessary 50 votes for election, the competition procedure would be repeated, but Covic‘s candidate would remain in the game. And if the names of two candidates were to be put to the vote, Covic is not reassured even by the coalition support of his partners because he is scared by the slightest possibility that someone else could be elected.
And how faithful the partners from the Coalition of Three are to the agreement with HDZ will be shown today at the extraordinary session. Namely, if the proposal for the dismissal of Edina Gabela (SBiH) and Dajana Colic (DF) from the selection and appointment commission is put to the vote, and Elzina Piric (PDA) and Stipe Tokic (HDZ 1990) are voted in their place, this could be a signal to Covic that the Coalition of Three in the House of Representatives will support him in voting for Vukoja, even if there is a choice between two candidates, Klix.ba reports.
