Why has the Federation of BiH had the same Government for eight Years?

The Government of the Federation of Bosnia and Herzegovina(FBiH) was supposed to end its mandate in 2018, after the elections were held in BiH.

The leading parties, the Bosniak Party of Democratic Action (SDA) and the Croatian Democratic Union (HDZ) of BiH, could not agree on changes to the Constitution and Election Law of BiH, and the third partner in power.

Namely, the same 17 people from the SDA, HDZ BiH and the Union for a Better Future (SBB) have been leading this entity for eight years, since March 2015, with the exception of two ministers who died and one minister who resigned and went to the diplomats. Their deputies have not been appointed in the past three years.

In BiH, there is no “technical mandate” of the government in the period after the election or during the vote of no confidence. There is no possibility of extraordinary elections, if a parliamentary majority cannot be formed.

The only way to call extraordinary elections is for the president of the FBiH to dissolve the parliament, which can be done if this legislative institution does not pass the budget by the end of the year.

Trial against Prime Minister and two ministers

On April 5th, the Court of BiH will sentence Prime Minister Fadil Novalic (SDA) and his deputy Jelka Milicevic (HDZ BiH) on charges of multimillion-dollar crime.

The trial of Zora Dujmovic (HDZ BiH), Minister of Culture, for the illegal employment of four advisers who did not meet the conditions is ongoing.

When will FBiH get a new government?

The deadline for the formation of the new government of the FBiH is April 6th, according to the new rules imposed by Christian Schmidt, the high representative of the international community in BiH, using the Bonn powers.

The new executive power cannot be appointed due to the opposition of the vice president of this entity, Refik Lendo. He comes from the Democratic Action Party (SDA), which is not part of the new coalition. The appointment is conditional on the entry of the SDA into power, Slobodna Evropa reports.
