At the 88th session of the Council of Ministers of Bosnia and Herzegovina, the issues of the Reform Agenda and the budget of the institutions of BiH attracted the most attention.
In the first round of voting, no agreement was reached on the Information of the Directorate for Economic Planning relating to the harmonization of the Reform Agenda of BiH with the corresponding list of reforms. As announced, after additional consultations, the Council of Ministers will again express its opinion on this issue as soon as possible.
The preparation and submission of the Reform Agenda to the European Commission is a key prerequisite for the use of funds from the Reform and Growth Instrument, as well as an important step in the European integration process. The Commission has previously warned that due to delays in this process, Bosnia and Herzegovina will have its funds reduced by 10 percent, and an additional reduction is possible if obligations are not met by the end of September.
The Council of Ministers also reviewed the conclusion of the Presidency of BiH relating to the proposal for the Law on the Budget of Institutions and International Obligations for 2025, noting that the dynamics of further action in the legislative process are not within the scope of the work of the Council of Ministers.
Other decisions were also made during the session, including: appointment of new members of the Interstate Commission for Monitoring the Implementation of the Agreement on Inland Water Navigation, adoption of the report on the work of the Council for Children of BiH and the Annual Report on the Implementation of the Action Plan for Public Administration Reform, adoption of the Information on the Improvement of Inclusive Education in BiH, approval of negotiations on the Agreement with the United Kingdom in the field of air transport, adoption of the decision on the renewal of tariff quotas for the import of raw sugar for refining, decisions on the acquisition of BiH citizenship for persons of importance in the field of sports and economy.
The session did not reach agreement on the appointment of the Deputy Director of the State Investigation and Protection Agency (SIPA).
