Some professional drivers from the RS were returned from the state border for not having a license issued by the Ministry of Transport and Communications of Bosnia and Herzegovina. The Ministry of Transport and Communications of the RS invited the Border Police and the State Ministry to recognize the licenses issued by this ministry. The Logistics Consortium of BiH, which brings together transporters, states that because of all this, drivers are faced with doubling the cost of issuing licenses.
The Ministry of Transport and Communications of the RS recently invited the Ministry of Transport and Communications and the BiH Border Police to recognize licenses issued by the entity ministry. Transporters who have been returned from certain border crossings under the pretext that they do not have licenses issued by the state ministry are invited to address them. However, the Logistics Consortium of BiH states that the entity, with the consent of the Ministry of Transport and Communications, accepted the jurisdiction of the state ministry in 2023.

The contract is clear. No rulebook in the MKT could be harmonized without the agreement of the working group of the Ministry of Transport and Communications of the RS.
On the other hand, Minister Edin Forto claims that it is an administrative problem that will be solved. Representatives of the carriers say that there would be no problem if their request for simplification of procedures was accepted and the practice of countries that issue licenses for free was adopted.

There was a different interpretation, this is an administrative matter, between the Border Police and the department of the Ministry of Communications and Transport. We are working on fixing the problem. Some people were allegedly sent back from the border, which is not necessary and I expect this to be resolved if it hasn’t already.

Our interest was that the Chamber of Foreign Trade of Bosnia and Herzegovina and the Chamber of Commerce of the RS perform their work for zero marks. Because they perform for the RS economy. However, the common interest of the bureaucracy in the RS is that we have two costs.
On the other hand, in the Ministry of Transport and Communications of the RS, they believe that no regulation has expired the validity of licenses issued on the basis of entity laws, regardless of the regulations of the Ministry of Transport and Communications.

However, the representative of the carrier believes that there is no answer to the question of why an additional system for collecting licenses, training and documents was established in the Republic of Srpska, and then participation in the system at the level of Bosnia and Herzegovina was accepted through the contract.
