Government of the Federation of BiH proposed 211 Million BAM Increase in Budget

The Government of the Federation of Bosnia and Herzegovina established the Proposal for Amendments to the Budget of the FBiH for 2023, which amounts to 6,937,563,355 BAM, which is 211.7 million BAM or 3.1 percent more than this year’s.

The Draft Law on Amendments to the Law on the Execution of the FBiH Budget for 2023 has also been established, which together with the Amendments and Amendments to the FBiH Budget for 2023 will be referred to the parliamentary procedure as a matter of urgency.

As stated in the explanation for the urgent procedure, taking into account the revised projections of macroeconomic indicators for 2023 and the revised projections of indirect taxes, as well as the measures taken by the European Central Bank in the fight against inflation (raising reference interest rates), and due to the impossibility of executing certain expenditure planned on the basis of the adopted amendments, which became an integral part of the FBiH Budget for 2023 and the Law on the Execution of the FBiH Budget for 2023, the urgent preparation and drafting of amendments and additions was started.

In the explanation of the Ministry, the key reasons for joining the Amendments and Supplements to this year’s budget are listed, and they include the elimination of technical errors in certain economic codes in the Budget and the Law on Budget Execution of the Budget, which arose as a consequence of the adopted amendments during the parliamentary procedure of adopting the Budget, adopting the Amendments and Supplements to the Law the basics of social protection, protection of war victims, as well as the Decision on the extraordinary adjustment of pensions in the percentage of 3.9 percent with application from May 2023. The reasons are the increase in funds for interest on foreign debt repayments due to the increase in Euribor, and the need to secure additional funds for the implementation of the Law on Material Support for Families with Children in the FBiH, as well as the need to increase financial funds in the Solidarity Fund at the Institute of Health Insurance and Reinsurance in the FBiH.

The Ministry of Finance of the FBiH stated in its explanation, considering that the Government of the Federation of BiH at the 3rd session held on 19.5.2023. adopted the Decision on the extraordinary adjustment of pensions in the percentage of 3.9 percent, starting with the payment of the pension for May 2023, that for this adjustment it was necessary to secure an additional 69.6 million BAM in the current fiscal year.

In addition, with the adopted Amendments and Supplements to the Law on the Basics of Social Protection, Protection of Civilian Victims of War and Protection of Families with Children, there was an increase in the base applicable from 1 April 2023. year, and in addition to the planned 160 million BAM, it was necessary to secure another 67 million BAM.

An additional 15.6 million BAM was provided to ensure the payment of child allowance.

Ten million BAM has been provided for the Solidarity Fund at the FBiH Insurance and Reinsurance Institute.

In addition to the established Amendments and Supplements to the FBiH Budget for 2023, the Government, on the proposal of FBiH Prime Minister Nermin Nikšić, also adopted a conclusion by which the FBiH Government invites cantonal governments and cantonal health insurance institutes, which have shown a surplus, to join the efforts of the FBiH Government in solving the problem treatment of cancer patients and provide part of the funds needed for their treatment by the end of the year, announced the FBiH Government Office for Public Relations.
