Prosecutor Reports Kajganic, Claims He Stopped Filing War Crime Indictment and Protected Suspects

The Prosecutor of the State Prosecutor’s Office, Izet Odobašić, informed the High Judicial and Prosecutorial Council (VSTV) about the conduct of the Chief Prosecutor of Bosnia and Herzegovina, Milanko Kajganić.

According to Odobašić’s complaint, Kajganić prohibited him from submitting an indictment for war crimes in Sanski Most and Manjača to the Court of Bosnia and Herzegovina for approval, thereby abusing his position.

The indictment concerns crimes against humanity in the areas of Sanski Most and Manjača and charges six individuals, including Mile Došenović, who, during the commission of the crimes, served as Head of the Department for Crime Prevention and Detection and as a perpetrator at the Public Security Station in Sanski Most, as well as five other individuals.

As confirmed to Klix.ba, the complaint states that Kajganić refused to allow the prosecutor to file the indictment because it allegedly involved his former teacher from the Police High School and a professor at the Police Academy.

The report further emphasizes that Kajganić undertook a series of unlawful actions, including the unauthorized deletion or ordering of deletion of data and documents that Prosecutor Odobašić had prepared and stored within the case file, which included the investigation order and the names of the suspects.

Additionally, Kajganić reportedly prohibited the Registry of the Prosecutor’s Office from issuing the indictment in this case.

It is also noted that the suspect, Mile Došenović, attempted to leave Bosnia and Herzegovina after learning that the indictment was being prepared, raising questions about who leaked the information.

“The Chief Prosecutor attempted to prevent the indictment and blocked its delivery in this case, which I filed on December 29, 2025,” Odobašić stated.

The complaint was submitted to the Prosecutor’s Disciplinary Office. Odobašić also filed a criminal report against Kajganić on suspicion of abuse of position and authority, Klix.ba writes.
