The RSNA proposes a Solution to the institutional Vacuum

The National Assembly of the Republika Srpska will consider a proposal for Željka Cvijanović to temporarily take over the responsibilities of the President of the Republika Srpska, RTRS reports. The Vice President of the National Assembly of the Republika Srpska, Anja Ljubojević, has called a telephone session of the Collegium of the National Assembly of the Republika Srpska for tomorrow at nine o’clock.

According to the proposal of the parliamentary majority, the temporary taking over of the responsibilities is justified by the “need to protect the Constitution of the Republika Srpska and preserve the continuity of the functioning of the institution of the President of the Republic”. The explanation states that “the decisions of the Court of BiH and the Central Election Commission of BiH prevent the democratically elected President of the Republika Srpska, Milorad Dodik, from performing his duties”, and that the National Assembly is obliged to react within its constitutional powers.

The proposal states that the temporary performance of the responsibilities of the President of the Republika Srpska would last until the National Assembly decides otherwise, or at the latest until the election and assumption of office of a new President. The decision, if adopted, would enter into force the day after its publication in the Official Gazette of the Republika Srpska.

The document also reminds that the Constitution of Republika Srpska clearly stipulates that the mandate of the president lasts four years, and that it can be terminated only in case of resignation or impeachment. Since Milorad Dodik has not resigned or been recalled, the proposal emphasizes that his mandate has not ended, they claim.
