What is the criminal Policy in Cases of Cyber Violence and what needs to be changed?

Twenty-two-year-old Mladen Dulic, who committed suicide on Friday, had previously reported the mistreatment to the police, but the prosecutor declared that there were no elements of a criminal offense, Dragan Lukac, the Minister of Internal Affairsof Republika Srpska (RS), confirmed yesterday. He said that the young man asked the police to remove the disputed video from the Internet and added that the police did not have that option. What is the criminal policy in cases of cyber violence and what needs to be changed.

The tragic case of the young man Mladen Dulic from Laktasistarted a sharp controversy in the public about the necessity of tightening legal solutions. RS Justice Minister Anton Kasipovicannounced that harsher sanctions will be considered.

“The ministry will first of all be guided by the protection of the rights of the people and citizens of RS. Stricter sanctions will be considered, especially in the case if internet violence is perpetrated against younger people, or if internet violence has resulted in death or other serious consequences,“ told Anton Kasipovic, Minister of Justice of the RS.

However, the professional public is divided on this issue.

“The law cannot change society, the law exists to have a little influence, and to create corridors that can be used in everyday relationships and communication, but our society is in a huge problem. Those who make decisions should deal with the healing of society, and sets of laws will not lead to the improvement of the situation,“ noted Drazen Nikolic, lawyer.

“The essence of the problem is in the value system, in how we are organized. We react like this when something happens and then lawyers, sociologists, and psychologists talk. We must develop a serious system of social organization, a system of qualified institutions,“ told Drago Vukovic, a sociologist.

Psychologists have a similar attitude and believe that society is deeply infected with bad values.

“With quality education, suppress the factors that lead to personality disorders, to psychiatrization. It is also a matter of indolence, ignorance, and the irresponsibility of all staff,“explained Aleksandar Milic, psychologist.

The Ministry of Justice will inform the Government of RS about legal solutions that are applied in the judiciary of RS, as well as solutions that can improve the system. It is not yet known when they will be presented to the new convocation of the National Assembly, BHRT reports.
