Adi Cerimagic, an analyst with the European Stability Initiative (ESI) based in Berlin, told that the position that no reforms should be worked on in Berlin as long as the crisis caused by Milorad Dodik’s moves lasts is becoming more and more crystallized.
He commented on the announcement that the Foreign Policy Committee of the German Bundestag will draft a five-point document that will define Germany’s policy towards Bosnia and Herzegovina (BiH) in the upcoming period. Bundestag rapporteur for the Western Balkans Adis Ahmetovic was the first to announce such a possibility.
“Ahmetovic, as the rapporteur of his party in the Foreign Policy Committee of the Bundestag, is preparing that strategic document, ie the proposal of the strategic document on behalf of the ruling coalition, three parties, which will then be submitted to the Government for consideration and implementation,” Cerimagic mentioned.
He added that this is a normal sequence of the coalition agreement agreed before the government was formed, which states one point related to BiH, which emphasizes that peace should be ensured on the basis of equality of citizens.
Also, he pointed out that a meeting of the Foreign Policy Committee would be held in about two weeks, where all this would be discussed. Apart from the attitude towards Dodik’s policy and the RS authorities, it was pointed out that the SPD, the strongest coalition party in the German government, will propose that Germany support the holding of elections in BiH under the current Election Law.
Cerimagic emphasized that opening the possibility for Dodik to return to the institutions will not change Germany’s position to sanction the president of the SNSD.
He believes that the return to the institutions is not enough, because the SNSD is already in the institutions and they mostly vote against. In that context, Dodik is expected to give up his plan to overthrow state institutions, so the invitation or maneuver of President Vucic, who called on Dodik to return to institutions, is not enough.
“What Ahmetovic pointed out is not just the German position but the broader Western position, which was seen through High Representative Schmidt’s two letters regarding Inzko’s law, property, messages about the law on medicines, it is clear it is not just a matter of returning to institutions,” Cerimagic concluded.
