Commission to Preserve National Monuments of BiH: Protect Pocitelj urgently!

After the reporter’s story about the fact that Shishman Ibrahim-Pasha’s madrasa in Pocitelj almost became a ruin, and then the announcements of other media, the Commission for the Preservation of National Monuments (KONS) of Bosnia and Herzegovina (BiH) reacted harshly.

”Regarding the knowledge that part of the Shishman Ibrahim-Pasha Madrasa in Pocitelj collapsed, and that the building is threatened with complete destruction, we point out that the KONS has on several occasions requested the competent institutions to implement urgent protection measures, not only on this but also on other buildings within the protected ensemble of the historic urban area of Pocitelj. Bearing in mind that the mentioned area is a national monument of BiH of great importance and that it is inscribed on the Tentative List of UNESCO, an urgent reaction of the competent institutions is needed. According to the applicable regulations, the Government of the Federation of BiH (FBiH), with its relevant institutions, is obliged to ensure legal, scientific, technical, administrative, and financial measures for the protection, conservation, presentation, and rehabilitation of national monuments, it was announced by the KONS BiH.

Ensure the development of a Regulatory Plan

In addition to the FBiH Government, they added, it is necessary for measures to be taken by the Government of the Herzegovina-Neretva Canton (HNC), and the City of Capljina, to which Pocitelj administratively belongs.

”Besides, it is necessary to appoint a manager as soon as possible, in order to stop the further collapse and finally move in the direction of complete renovation, ” they emphasized from KONS BiH.

Also, they stated that in the protected area of the National Monument, the Government of the FBiH is obliged to ensure the development of a Regulatory Plan that will include the whole and individual buildings within this protected area.

Initiate a meeting of all competent institutions

”It is a devastating fact that even after 26 years since the end of the war in BiH, no comprehensive steps have been taken in order to completely rehabilitate Pocitelj. Divided competencies are not, and should not be, an obstacle to joint efforts to preserve cultural and historical heritage. KONS responded promptly in this case, as well as in all cases where it was notified of threats to or damage to a cultural property declared a National Monument, or on the Provisional List of National Monuments or on the List of Petitions. They asked competent institutions to take measures in accordance with the law.

In order to further protect this extremely important and significant cultural and historical monument, KONS will initiate a meeting of all competent institutions as soon as possible in order to prevent further devastation of Pocitelj, ” it was noted from the KONS BiH.
