In the entity of Bosnia and Herzegovina, Republika Srpska, tomorrow will be a Day of Mourning due to the tragedy at the “Vladislav Ribnikar” Elementary School in Belgrade, the capital of Serbia, in which eight students and a security guard were killed, and six children and a teacher were wounded, the RS Government decided today at the extraordinary session in Banja Luka.
RS Prime Minister Radovan Višković pointed out that the Ministries of Education and Culture and Internal Affairs are responsible for preparing information on the state of juvenile delinquency in Bosnia and Herzegovina. entity.
“Unfortunately, in recent years we have had a worsening of the situation when it comes to juvenile delinquency both in the territory of the RS and Bosnia and Herzegovina, as well as in the surrounding area,” Višković said at the press conference after the extraordinary session of the Government.
He added that the RS institutions will do everything to raise the security situation in schools to an even higher level. According to him, the police will be on duty throughout the day in front of the schools.
“From tomorrow, the Ministry of Education and Culture will hold meetings with the Active Director and request in writing information about the state of security in schools. We will also invite the mayors and heads of all municipalities in the RS to take all measures with the Government to secure school facilities and via video supervision and physical obstacles, which is the fencing of the courtyards of educational institutions,” explained Višković.
He added that the Government, through the Hunting Association of the RS, will instruct all gun owners in the territory of the RS to take care of the legal possession of weapons and equipment at their disposal.
“We will control the work of all shooting clubs in the RS, and by law access to minors is prohibited, except for those who are professionally involved in shooting sports,” Višković said.
He called on all employees in education to get involved as much as possible and monitor, supervise and recommend the implementation of certain measures, to detect every child who has problems at any moment and to “all try to fix” those problems.
The session was also attended by the President of the RS Milorad Dodik, the President of the National Assembly of the RS Nenad Stevandić and the Chairperson of the BiH Presidency Željka Cvijanović.
Dodik stated that neoliberal values were lightly accepted through programs that were devastated, compared to earlier generations, and that the conditioning of European and other institutions led to the situation that the education system does not reflect the needs of society.
“We have to fear for the generations to come. That’s why, on the occasion of this event, today we talked about what we should do,” said Dodik.
He said that in the next year, all and one school that does not have a fence will be fenced and that only students and teachers who are on shift or in class during that period can enter the school.
“Very soon, a ban on children’s phones will be introduced in schools, especially during lessons. Parents’ anger will not help because I think parents are exaggerating their demands for maximum freedom,” said Dodik and added that they must support educators:
“We must do everything so that in the next couple of years the educator is highly valued and stimulated enough by society to make it prestigious, and not to be a social gift.”
Dodik emphasized that regular and extraordinary testing of children for narcotic drugs will be introduced, as well as rigorous measures for those who use them in order to guide them on the right path.
In the tragedy at the “Vladislav Ribnikar” Elementary School in Belgrade, a thirteen-year-old boy, a seventh-grade student of that school, shot and killed eight students and a school guard, and wounded six children and a teacher on Wednesday.
