The new border crossing Gradiška – Gornji Varoš functions on a temporary basis with employees and customs infrastructure belonging to the old border crossing. So, the old border crossing Gradiška – Stara Gradiška is closed in practice, but it formally functions in a new location. This is also possible after the expiry of the Decision of the Ministry of Security on temporary use, because in the meantime our country has concluded an Agreement on border crossings with Croatia.
Competent institutions refer to the Agreement with Croatia on border crossings and mutual understanding on temporary application in connection with the functioning of the new Gradiška border crossing. BHT1 learns that the temporary status can last until both countries provide all the conditions for the final status of the new border crossing. At the same time, according to the Agreement, the old crossing would serve only for passenger traffic.
The temporary status would not have been necessary, regardless of the extraordinary circumstances of the closure of the old border crossing, if the Executive Board of the Indirect Taxation Administration had adopted changes to the Rulebook on Internal Organization and assigned customs officers to the new border crossing.
The expert member of the Supervisory Board from the Federation of Bosnia and Herzegovina conditions this decision on the adoption of an act on the redistribution of VAT revenue between the entities, according to which Republika Srpska should return KM 151 million to the Federation.

“I am in favor of opening that new modern branch crossing, of passing the Ordinance, but first we have to make decisions that are according to the Law, which we should have made first, and that is the decisions on temporary settlements.”
On the same basis, according to the earlier statements of the Minister of Finance, Republika Srpska is demanding almost 30 million marks. However, the Management Board of the ITA has not made any decisions on settlement for a long time.

It is not known that previous audits of VAT calculations on final consumption have established drastic differences compared to the data of the Directorate for Indirect Taxation.
