More than three hundred institutions in Bosnia and Herzegovina, across all levels of authority, are allocating more than 100 million BAM annually for the civil sector in BiH, applying different criteria and models in allocation, especially in the monitoring of effects of investment in this significant segment of social activity. This data was presented at the two-day regional conference „Transparent allocation of public means – good practices and models from the EU“ which was held during the past two days on Jahorina.
Responsibility for transparent procedures and efficient civil society lies on both institutions as civil society organizations equally. Institutions are those that must provide objective criteria and efficient dispersion of public means, and civil society organizations must be consistent and efficient in their work, and they need to strengthen their capacities and competencies in order to respond to the needs of the society in an adequate way.
During the two-day conference, around 90 participants from Albania, Serbia, Montenegro, Macedonia, Kosovo, Turkey and Bosnia and Herzegovina, through exchanging practices and experiences, agreed that it is necessary to respect the key principles for establishment of procedures and systems – for all institutions and civil society in the process of allocating means from public funds – based on criteria of transparency; equal and non-discriminatory approach; respect for the interests of public and harmonization with strategies; at the same time principles including support to the civil society in order to make it efficient in its activities, capable and sustainable with strengthening of the role in participatory democracy.
Focus of the practice of allocation and distribution of public means must be followed by the complete process of managing means, from strategic planning to the monitoring of effects and influences of the spent means. Trends in the transparent allocation of public means are moving in developmental ways with the note that there is still a lot to be done on the establishing of a system that will enable the use of allocations in the best possible way, without involving politics and with maximum protection from corruption in public financing; it has been discussed during the conference.
The conference was designed as to maximally include all participants in the exchange of experiences and joint work on finding out the best models applicable in existing conditions in every participant country, with the identification of key challenges for every country of the Western Balkans and Turkey where the participants were also representatives from governmental institutions and civil society organizations.
