The Twelfth Attempt to constitute the Kosovo Assembly has failed

For the twelfth time, the members of the Kosovo Assembly failed to complete the constitutive session, which began on April 15, due to disagreements between the largest parties.

The session was again interrupted because the winning party in the February elections, the Vetëvendosje Movement, did not receive enough votes to form a committee for a secret ballot for the speaker of the Assembly.

The Democratic League of Kosovo, which was the third party in the February elections by number of votes with 20 parliamentary seats, rejected the offer of the winning Vetëvendosje Movement a day earlier that the two parties form a ruling coalition, Radio Free Europe reported.

Instead, the leader of the LDK, Ljumir Abdixiku, called for the formation of a transitional government until the election of a new president of Kosovo in April 2026, when the term of the current president Vjosa Osmani ends.

Abdixiku stressed that his party’s positions have not changed, and that he believes that cooperation with the leader of the Vetëvendosje Movement, Albin Kurti, is impossible.

On the other hand, Vetëvendosje MP Xheljalj Svečlja said that his party is against the interim government.

More than a month after the confirmation of the final election results, or 14 days after the first constitutive session, the Kosovo Assembly is still without a president and vice-president, and Kosovo is still without a new government.

According to the official results of the elections held on 9 February, out of the 100 seats in the Kosovo Assembly, the Self-Determination Party won 48 seats, PDK 24, the Democratic League of Kosovo (LDK) 20, and AAK/NISMA 8. The remaining 20 seats are reserved for minority communities.

The process of forming a new government in Kosovo can only begin after the election of the president and vice-president of the assembly. The election of a new government requires the support of at least 61 deputies in the 120-seat assembly.
