Three Candidates in Race for BiH’s new European Court of Human Rights Judge

The Parliamentary Assembly of the Council of Europe (PACE) will elect a judge of the European Court of Human Rights (ECHR) for Bosnia and Herzegovina today in Strasbourg, and the list includes Svjetlana Milišić-Veličkovski, Mahir Muharemović and Predrag Raosavljević.

The election was included in the program of the autumn session of the Parliamentary Assembly of the Council of Europe for Tuesday, September 29.

The list of three candidates was determined by the Presidency of Bosnia and Herzegovina in January of this year, after the implementation of the national candidate selection procedure, and their candidacies were then submitted to the Parliamentary Assembly of the Council of Europe.

The PACE Committee for the Selection of Judges of the European Court of Human Rights interviewed all three candidates on September 14 in Paris, after which it overwhelmingly recommended Svjetlana Milišić-Veličkovski as the most qualified candidate.

The final decision, however, is made by members of the Parliamentary Assembly by secret ballot.

According to the PACE procedure, a candidate must receive an absolute majority of votes to be elected in the first round. If no one gets it, a second round is held in which the candidate with the highest number of votes is elected.

The elected judge has one mandate lasting nine years.

The new judge will succeed Faris Vehabović, who has been a judge of the European Court of Human Rights since December 3, 2012.

The European Court of Human Rights, based in Strasbourg, decides on individual and interstate petitions related to alleged violations of the rights established by the European Convention on Human Rights.

Judges are elected by the Parliamentary Assembly of the Council of Europe from a list of three candidates proposed by each member state that has ratified the Convention.
