BiH Council of Ministers to hold a Session Today

The Council of Ministers of Bosnia and Herzegovina should today consider the Information on the proposal for amicable settlement of the dispute being conducted against Bosnia and Herzegovina before the competent court in Belgium for the purpose of enforcing the ICSID Tribunal’s Judgment in the proceedings Viaduct d.o.o. Portorož, Vladimir Zevnik and Boris Goljevšček v. Bosnia and Herzegovina (ICSID Case No. ARB/16/36) of 18.4.2022., proposed by the Attorney General’s Office of Bosnia and Herzegovina.

The Proposal for a Decision on the manner and amount of financial resources for the costs of engaging the law firm NautaDutilh-Sophie JACMAIIN, Jeal Francois VANDROOGHENBROECK and Stan BRIJS for the purpose of representation in the enforcement proceedings being conducted before the competent court in Brussels at the proposal of Viaduct d.o.o. Portorož, Vladimir Zevnik and Boris Goljevšček against Bosnia and Herzegovina based on the judgment of the International Center for Settlement of Investment Disputes ISCID, headquartered in Washington, ARB/16/36 of 18.4.2022.

The ministers should also have before them the Information on the emergency situation in the air traffic control system caused by sudden and simultaneous sick leave of the operational staff of the Air Navigation Services Agency of Bosnia and Herzegovina (BHANSA), proposed by the Ministry of Communications and Transport of BiH.

The Council of Ministers of BiH should consider the Proposal for the Appointment of the Deputy Director of the State Investigation and Protection Agency (SIPA), as well as the Proposal for a Decision on the Confirmation of the Appointment of the Director General of the Communications Regulatory Agency of Bosnia and Herzegovina.

The agenda should also include, among other things, the Proposal for an Opinion on the Proposal for a Law on Amendments to the Law on Borrowing, Debt and Guarantees of BiH, proposed by MPs Saša Magazinović, Nihad Omerović and Sabina Ćudić; Proposal of opinion on the Proposal of the Law on the Court of BiH, proposed by the delegate to the House of Peoples of the Parliamentary Assembly of BiH Marina Pendeš, and the Proposal of opinion on the Proposal of the Law on Amendments and Supplements to the Criminal Code of BiH, proposed by the House of Representatives of the Parliamentary Assembly of BiH.

It is planned to consider the Information on the status of the Project for the Digitalization of Public Broadcasting Services in Bosnia and Herzegovina.

In the second round of voting, the Ministers should express their views on the Proposal of the Rulebook on the Internal Organization of the Border Police of BiH, as well as the Proposal of the Decision on the Appointment of Members of the Management Board of the Insurance Agency in BiH.

At today’s session, the Information on the Implementation of the Implementation Plan “Defense Review” and the Action Plan for the Implementation of the “Development and Modernization Plan of the Armed Forces of Bosnia and Herzegovina 2017 – 2027” should also be considered; Information on the beginning of the sixth round of GRECO evaluation on the topic “Preventing corruption and promoting integrity at the subnational level”, as well as a new text Information on the workshop “Preparing for the 2025 fire season and the use of NICS technologies”.
