Council of Ministers Reviews Draft Law to Limit Property Disposal Aimed at Preventing Terrorism

At the session scheduled for today, the Council of Ministers of Bosnia and Herzegovina should consider the Draft Law on Limiting the Disposal of Assets with the Aim of Preventing Terrorism, Financing Terrorism and Financing the Spread of Weapons of Mass Destruction, proposed by the BiH Ministry of Security.

The draft law on limiting the disposal of assets with the aim of preventing and financing terrorism and financing the proliferation of weapons of mass destruction is one of the two priority pieces of legislation foreseen by the Moneyval recommendations.

MONEYVAL, a Council of Europe mechanism, evaluates national systems for preventing money laundering and terrorist financing. A decision on whether Bosnia and Herzegovina will be placed on the FATF gray list is expected at the FATF plenary session in June 2026.

Consideration of the Draft Loan Agreement (Sustainable Waste Management Project) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, with the Basis for concluding the said agreement, is also planned.

The ministers should also have: Proposal for a decision on the termination of validity of the Decision on the designation of temporary reception centers for the accommodation of migrants; Report on the status, legal basis, financing and security aspects of the temporary reception center Blažuj, as well as Information on the need for a balanced approach to labor migration and security aspects of the migration policy in BiH. The proposer of these points is the Ministry of Security of Bosnia and Herzegovina.

The agenda should include, among other things, the Proposal for a Decision on Establishing the List of Essential Medicines in Bosnia and Herzegovina, as well as the Information on the Judgment of the Grand Chamber of the European Court of Human Rights in the case of Kovačević v. Bosnia and Herzegovina.

The Council of Ministers of BiH should consider the Report on the participation of members of the Armed Forces of BiH and police officers in peace support operations, in the period from July 1 to December 31, 2025, as well as the Proposal of the work program of the Intelligence and Security Agency of BiH for 2026 under the designation confidential.
