Around 60,000 Beneficiaries in FBiH To Receive Higher Allowances

The Federal Ministry of Labour and Social Policy has today entered the payment orders for non-war disability allowances and civilian victims of war for April 2026. More than 50,600 beneficiaries of non-war disability allowances and 9,600 civilian victims of war and their family members in the Federation of Bosnia and Herzegovina will receive increased allowance amounts in their bank accounts, thanks to the first regular annual alignment in 2026.

“This is the first regular annual increase in allowances for persons with disabilities and civilian victims of war, in line with legal amendments where the calculation bases for these allowances are linked to the veterans’ base, specifically to the regular alignments and pension growth in the Federation of Bosnia and Herzegovina,” explained Federal Minister of Labour and Social Policy Adnan Delić, adding that the base for non-war disability allowances amounts to 50 percent of the veterans’ base, while the base for civilian victims of war allowances amounts to 70 percent of the veterans’ base.

Accordingly, the first increase in 2026 amounts to 11.2 percent, while the second regular alignment is planned for July this year, when a new pension increase of between five and six percent is expected. The total increase of these allowances in 2026 is expected to be around 17 percent – as reported by the Federal Ministry of Labour and Social Policy.

“In accordance with this increase, the highest disability allowance for beneficiaries of rights based on non-war disability who are entitled to all three rights now amounts to 867 BAM, instead of the previous 780 BAM. All beneficiaries will also receive a back payment for the first four months of 2026,” the Minister added.

Regarding civilian victims of war, the calculation base for allowances in 2026 amounts to 819.90 BAM. The highest amount of personal disability allowance for civilian victims of war is 819.90 BAM, while the amount for the second group is 598.53 BAM, the third group 450.95 BAM, the fourth 352.56 BAM, the fifth 262.37 BAM, and the sixth group 147.58 BAM.

The amounts for third-party care and assistance allowances have also increased; the first-degree allowance now amounts to 819.90 BAM, the second degree to 573.93 BAM, and the third degree to 409.95 BAM.

The orthopedic allowance for first-degree beneficiaries now amounts to 237.77 BAM, for the second degree 180.38 BAM, while the third-degree allowance is 139.38 BAM. Thus, beneficiaries of civilian war victim allowances who are entitled to personal disability allowance, third-party care and assistance, and orthopedic allowance, can have total monthly payments exceeding 1,800 BAM, depending on the category and recognized rights.

The Federal Ministry of Labour and Social Policy reminds that this is the third consecutive year in which these allowances are regularly aligned and increased. Before the 2023 legal amendments, allowances for persons with disabilities and civilian victims of war were frozen for almost 14 years, without regular alignment with the rising cost of living.

Federal Minister Adnan Delić reminded that the amendments to the Law on Pension and Disability Insurance (PIO) in the Federation of Bosnia and Herzegovina did not only result in pension increases but also automatically led to an increase in all other allowances linked to the base from the PIO Law.

“The veterans’ base today amounts to over 1,170 BAM, and as the bases for non-war disability and civilian victims of war are linked to it at a ratio of 50 and 70 percent, the growth of the veterans’ base directly increases these allowances. This is why this year’s increases are significantly higher than last year, when the pension calculation formula yielded smaller amounts,” Minister Delić stated in the press release.
