Even in the second round of voting, the initiative to declare July 11, the anniversary of the Srebrenica genocide, a Day of Mourning in Bosnia and Herzegovina did not get the required majority in the Council of Ministers of Bosnia and Herzegovina.
There were 6 votes in favor of the proposed item (ministers from the ranks of Bosniaks and Croats), while four votes were against (ministers from the ranks of Serbs).
This was an initiative of the Ministry of Foreign Affairs, and in the first round of voting the ratio was the same.
Two days ago, Tegeltija, said at the session of the House of Representatives of the Parliamentary Assembly of BiH that the Council of Ministers, due to objective and procedural reasons, did not have the opportunity to consider the decision to declare July 11 a Day of Mourning.
Proposed decision
Answering the parliamentary question of Denis Zvizdic, why the Council of Ministers did not make a decision to declare July 11 a Day of Mourning on the territory of BiH due to the genocide in Srebrenica in 1995, as was the case from 2015 to 2019, Tegeltija pointed out that the Ministry of Foreign Affairs submitted a proposal for that decision to him only late yesterday afternoon.
According to him, according to the decisions from 2005, this issue has two segments – the financial part and the decision on the day of mourning. He reminded that in that period, 100,000 BAM were allocated for the marking of July 11, and that in 2008, 150,000 BAM was allocated from the budget, and in 2009, 200,000 BAM.
”Since 2015, we do not have individual financial decisions, but the Potocari Memorial Center has become a budget user who had 150,000 BAM at his disposal,” said Tegeltija. As for the issue of declaring the decision on July 11 as a day of mourning in BiH for 2020, Tegeltija explains, the agenda of the regular session of the Council of Ministers was “overthrown” at that time, and the request from the Ministry of Foreign Affairs arrived only yesterday, so due to objective circumstances the Council of Ministers was not in a position to consider and make that decision and added that if a session is held, the decision will be considered.
It should be reminded that the Deputy Chairman of the Council of Ministers and Minister of Foreign Affairs of BiH, Bisera Turkovic, sent an initiative to the Chairman of the Council of Ministers of BiH to declare July 11, the Day of Genocide in Srebrenica, a Day of Mourning throughout the country.
Minister Turkovic requested that, if the regular session of the Council of Ministers of BiH is not held before July 11, an emergency telephone session be held at which the decision on the Day of Mourning would be adopted.
